Show a notice based on the cart

Use this when the message should appear only after the cart qualifies, such as a shipping threshold.

Steps

Write a short notice.
Target it by what is in the cart. Leave country and device empty if they should not filter.
Choose the storefront, checkout, or both.
Preview it with a cart under the threshold and a cart over it.
On the home page, confirm the storefront app is on.
Publish, then repeat the two carts on the live store.
